Whats the class seven ghost who is green and wearing a trench coat with the noose around his neck?

I saw a pic of him online, I didn't save it, when I should've. N now I cant find it...

Gah...I'm drawing a blank on this one...my first thoughts were Ghash from "Slimer, Come Home" or the Grundle, but those don't fit the noose part.

Quick, where's Ozzy and mrmichealt?

I typed into google bout a week ago.. "metaspectre class 7 ghost" ( i know i spelled it wrong, didn't know at the time) but it gave me a creature and said it was from gb. It looked like the scare crow from batman, but was green had dreads, a noose, and i think some yellow on his face n outfit, and it looked like a hobo in a trench coat. the face looked like a scream mask modified.

Oh, Google. Metaspectre Class 7 is the GBI classification for entities like Gozer.

Dreads and a trench coat? Hmm. Besides what's been guessed, only other ones I can think of right now is Piper from "The Pied Piper of Manhattan" or one of Halliwell's minions from "Masquerade." The latter had dreads.
