Oh, I didn't make them. I stumbled upon them on YouTube. If I had the technical know-how, I'd sell those like hotcakes.

These lightbars are available at some hobby shops and on Ebay. They usually go for $15 up to $50 depending upon the amount of LED lights are purchased. I build custom law enforcement diecast vehicles and it's cool to add this feature to the models. To save money, I use battery operated LED light sets (usually available around the holidays) that cost $6 with 25 LED's with chaser effect. I buy the clear bulbs and paint the bulbs clear red, blue or amber depending upon the effect I need and position the bulbs in sequence to obtain the flash pattern.
