Are you adding the weathering because you're going for the look of the hard hat in the glass case or because you think it looked like that in the movie?

It looks like a thicker elastic like the stuff used on shoulder pads in football. You should be able to get it in a roll at a sporting goods store. That stuff is made to hold up well.
