I don't know about accepting but I heard they still put up patches in their frames but don't send you the certificates anymore.

To be honest, you kind of answered your own question. That's the link they used before, and it now says they're not accepting franchises. You could try messaging them, but I think they're likely done, at least for the time being, until possibly a new movie/cartoon comes out.
