To jump in, the Nano and the Pro Mini (depending on if you're comfortable using a separate FTDI board for programming or not) work great for this type of thing.

This is what I do as well. The Uno is a great dev board, and the Nano and Pro Mini use the same processor, and they're so cheap on ebay (around $3) I just leave them in all my projects.
