The Day Without Immigrants only shut down those places that had immigrants, there were many other places you could go so as you say, it was largely a failure. SOPA/PIPA would shut down the entire internet. Short of running wire and setting up routers to form your own private network there would be no alternatives. People won't be able to "just go somewhere else", this is what the blackout are pointing out. Your argument is invalid.
