He probably isn't notable within the Ghostbusters production for his contribution to have been recorded. Though it could be guessed he might've helped with the electronics for any of the anamatronic ghosts or Terror Dog, or the electronics in the Proton Packs/Traps.

A friend and I are trying to figure out the definitive meaning of the decals on the thrower and trap and came across his name as a hardware consultant on Ghostbusters.

Seeing as the only other electronic hardware / device consultant I know of on GB, Steven Dane, has passed away recently, I figured we may be able to reach this Fowler fellow.

PS: in the editors column above it seems Michael Gross is at odds as to the authenticity detail that Aykroyd and Ramis are known for.
