Why are the Ghostbusters 2 Deleted Scenes not on the DVD?

There are many deleted scenes in Ghostbusters 2 that appear in various forms such as the The Real Ghostbusters Starring in Ghostbusters II, other storybooks at the time as well as the film's shooting script. Unfortunately they have not to date been made available on any of the Ghostbusters 2 DVD releases. It is unknown whether or not the footage still exists or has been withheld for unknown reasons.
