When you return to the Sedgewick, clean the black slime from the coat room (after turning on the power) for this achievement. In the Return to the Sedgewick, During the Subchatper "The Kitchen" you will be asked to turn on the power. After doing so, and after the fight with the Chef and his goons, head back into the main lobby. Near the entrance the PKE meter will start flashing blue, which is a dead giveaway on how to get this achievement. While in the entrance lobby, facing the main corridor on the right is a door that you can enter, only after the power is back on. Inside of the room is black slime and the Cursed Artifact, scan it for your collection and take out the slime blower. After removing the last spot of black slime, this will unlock.
