Chloe Webb (born June 25, 1956, in Greenwich Village, Manhattan) is an American actress who grew up primarily in Syracuse, New York. She trained at The Boston Conservatory and Berklee College of Music before launching a career in theater, including a stint in Off-Broadway's Forbidden Broadway revue beginning in 1982.
She made her film debut in Alex Cox's punk-era drama Sid and Nancy (1986), playing Nancy Spungen opposite Gary Oldman's Sid Vicious. Her portrayal of the troubled Nancy earned her best actress recognition from the National Society of Film Critics, the Boston Film Critics, and the San Francisco Film Critics. She continued to work in film through the late 1980s, appearing alongside Danny DeVito in Ivan Reitman's comedy Twins (1988), which brought her to Reitman's attention. The following year, Reitman cast her in Ghostbusters II (1989), where she played Elaine, an uncredited guest on Peter Venkman's television program "World of the Psychic" who claims to have been abducted by aliens.
Her television career includes an Emmy-nominated performance as Laurette Barber in the ABC drama series China Beach, and a recurring role as Monica Gallagher in the Showtime comedy-drama Shameless.
