He has built a career spanning nearly 40 years and close to 50 screen credits across comedy, drama, and genre work. His film appearances include The Naked Gun: From the Files of Police Squad! In Ghostbusters II (1989), Dugan appeared as Restaurant Cop No. 1, one of two officers called to Armand's Restaurant on New Year's Eve 1989 after the Ghostbusters burst into the upscale dining room in their long underwear and covered in Psychomagnotheric Slime. The cops, summoned by the maître d', proved amicable toward the Ghostbusters and agreed to escort them directly to Gracie Mansion to see Mayor Lenny; the meeting went badly for the team when Jack Hardemeyer had them committed to Parkview Psychiatric Hospital.
