Changes to Forum Permissions

I had noticed some errant permission settings that have persisted over the past decade or so. I decided to go through and reset all permissions to the forum. If everything went well, nothing has changed. Access to forums should not have changed.

However, in the event that I mixed something up, you may no longer have the ability to post or view specific forums. Please let me know if anything has changed and you aren't able to do something you used to be able to do.

In addition to the changes, the post editing time has been increased. You now have 2 hours to edit a post and in some cases the limitation does not exist at all.
